TRG developed and executed a statewide, multi-platform campaign for the Commonwealth of Massachusetts that drove 96% claimant compliance, reduced call volume, and connected over 17,000 jobseekers to opportunities through the first-ever virtual Statewide Job Fair.

The Challenge

As federal COVID-19 unemployment relief programs were set to expire, the state faced the urgent challenge of ensuring that tens of thousands of unemployment insurance claimants understood the necessary steps to maintain benefits and transition back to the workforce. With limited time and widespread uncertainty, EOLWD and DUA needed a statewide communications strategy that could reach diverse audiences quickly and effectively.

Our Role

TRG was contracted to develop and execute a multi-platform communications campaign to prepare claimants for the end of federal benefits. The team created clear and accessible messaging for both print and digital distribution, to drive compliance in claimant filings, minimizing disruptions in benefits and reducing inquiries to DUA. The materials were developed in English and Spanish.

In addition, TRG assisted in producing the first-ever virtual Statewide Job Fair for the Commonwealth, supported by an integrated outreach campaign across TV, radio, digital, and outdoor media. The team also developed weekly claimant emails featuring reemployment tools, MassHire Career Center resources, and access to training and assistance programs designed to accelerate job placement.

The Outcomes

The campaign achieved a 96% compliance rate among unemployment insurance claimants, significantly reducing “gap weeks” and the volume of calls to DUA. The inaugural Statewide Job Fair drew more than 17,000 jobseekers, connecting Massachusetts residents directly with employers and career opportunities.
