Reframing Corporate Citizenship in a Shifting Policy Landscape

The Challenge:
In the wake of the COVID-19 pandemic, a leading multinational corporation operating in Asia faced escalating regulatory pressure amid renewed calls for excise tax reform and economic recovery. Once seen as a peripheral, foreign market player, the company risked exclusion from critical policy discussions shaping its future.
National debates were intensifying around user tax increases and broad fiscal restructuring—moves that threatened to undermine both market access and public perception. With its license to operate in question, the company needed to reintroduce itself: not as a self-interested actor, but as a credible contributor to national development goals.
Our Role:
In collaboration with in-country partners and a global strategic alliance, The Rendon Group (TRG) led the design and implementation of a multi-pronged engagement strategy to reposition the company as a responsible corporate citizen. TRG deployed a coordinated, intelligence-driven communications effort, combining stakeholder mapping, narrative reframing, and targeted policy engagement which spanned nine distinct workstreams, including:

Each element was designed to support the broader goal: establishing the company as a constructive voice in the national dialogue—not merely preserving its operating space but earning it.
The Outcome:
Within the year, the company’s standing with key ministries and policymakers had markedly improved. It was no longer viewed as a passive observer of domestic reform, but as an engaged stakeholder contributing to Indonesia’s recovery and modernization agenda.
TRG’s work helped defuse the most severe excise tax proposals and opened the door for continued dialogue around policy simplification in 2022. Through quiet diplomacy, evidence-based advocacy, and a sharp focus on shared outcomes, the company transitioned from an aloof outsider to a trusted partner.
More than a reputational shield, the campaign created a durable platform for long-term influence—anchored in local trust, strategic alignment, and demonstrated value to the public good.
